This posting supersedes the Current Offer EBB postings made
between Virginia Electric and Power Company and Dominion Energy Marketing, Inc.
on August 4, 2004 at 9:44 a.m. and August 12, 2004 at 11:28 a.m. under the topic
"Code GI - DVP's Power Sales Contract with AECI."
Effective December 28, 2004, and thereafter, Virginia Electric
and Power Company ("DVP") requests Dominion Energy Marketing, Inc.
("DEMI"), to act as broker and agent on DVP's behalf for the following
DVP contracts and amendments:
DVP Long-Term Service Agreement with LSP Energy Limited Partnership
- FERC Docket No. ER00-3539-002; and DVP Long-Term Power Purchase Agreement
with Associated Electric Cooperative, Inc., - FERC Docket No. ER00-2728-000.
Associated operating documents include the following:
DEMI is authorized to enter into power sales and purchase
transactions on DVP's behalf with all counterparties with which DVP has an executed
service agreement under its Market-based Rate Tariff on file at FERC in Docket
No. ER00-2839, or any parties to the Western Systems Power Pool Rate Schedule
on file at FERC in Docket No. ER00-3338, as either may be amended from time
to time, and in conformance with Dominion Resources, Inc., corporate requirements
to satisfy DVP's obligations pursuant to the above-referenced contracts.
Such brokering shall be conducted pursuant to the requirements
of the Codes of Conduct of DVP and DEMI.

Until further notice, Virginia Electric and Power Company
instructs Dominion Energy Marketing, Inc. to administer, on behalf of Virginia
Electric and Power Company, the power transactions listed below, effective October
1, 2003. Such adminstration may take the form of brokering, on behalf of Virginia
Electric and Power Company, offsetting transactions or other transactions necessary
to satisfy the obligations under the listed transactions or confirming or scheduling
performance under the listed transactions or other brokered transactions. Such
administration shall also include efforts to support the novation or assignment
of the listed transactions to Dominion Energy Marketing, Inc.

Virginia Electric and Power Company has entered into a contract
to sell 250 MW of PJM Unforced Capacity Credits. In addition Virginia Electric
and Power Company has entered into a contract to sell 250 MW of Firm Energy
from Fairless Energy, LLC. The term of the contract is from June 1, 2004 through
September 30, 2006.
August 12, 2003
Fairless Energy, LLC, on behalf of Dominion Energy Marketing,
Inc. issued a request to Virginia Electric and Power Company to market the capacity
and associated energy from the units to the PJM market or to other entities
when sales can be made in excess of operating costs. Pro formas and budgets
should be made around commercial operations dates of 5/1/04 for Unit 1 and 7/1/04
for Unit 2. Virginia Electric and Power Company shall contact Fossil & Hydro
Merchant Operations on behalf of Fairless Energy, LLC via the Market Information
EBB, regarding the viability of any sales opportunities prior to 6/1/04 for
Unit #1 and 9/1/04 for Unit #2. This is simply a “check date” to
ensure the project is proceeding as planned.

On October 27, 2000, Dominion Resources Services Inc., acting
as a broker for Dominion Nuclear Marketing II, Inc., issued a Request for Proposals
(“RFP”) relating to the sale of unit contingent capacity and energy from
Millstone Nuclear Power Station Units 2 and 3.
Responses to the RFP were due on November 9, 2000, but the
RFP provides that the Seller may evaluate bids received after that date.
